Bulk data capture with a measured accuracy standard

Data Entry Services in Pakistan

Keyed capture of registers, forms, ledgers and legacy files into your database, application or spreadsheet — with double-entry verification on critical fields and an accuracy threshold agreed in writing before work begins.

Part of our data digitization services in Pakistan — data entry is what turns a scanned image into information your systems can actually query.

The question nobody asks early enough

Ask a data entry company how it measures accuracy

Every data entry provider in Pakistan claims high accuracy. Very few can tell you how they measure it, who checks it, what the sample size is, or what happens when a batch fails. That gap is where bulk data entry projects go wrong — not in the keying, but in the absence of any agreed definition of what a correct batch looks like.

Accuracy in a real engagement is a number written into the scope, measured at field level, verified by someone who did not key the data, and reported batch by batch. A provider who will not put that number in writing is asking you to pay for a result you cannot test.

Our approach is the opposite. Before the first batch, we agree which fields are critical, what accuracy threshold applies to them, which validation rules the data must satisfy, and what happens to a batch that falls short. Then we report against it as the work proceeds, so a problem is visible in week one rather than at handover.

Types of work

Data entry work we take on

Most of our volume is bulk offline data entry from physical records and scanned images into institutional systems, rather than small ad-hoc tasks.

Register to database conversion

Bound registers and manual ledgers keyed into a structured database — revenue registers, membership registers, stock registers, admission registers and cause lists, with each column mapped to a defined field.

Form and application data capture

Keying from printed and handwritten forms — proposal forms, membership applications, survey forms, claim forms and enrolment forms — into your application or an agreed structured file.

Index and metadata entry

Capture of the index fields that make a scanned archive retrievable, such as deed number, case number, policy number, CNIC, party name and date, keyed against each document image.

Legacy system migration entry

Where data sits in an old application with no usable export, or in a format no current system reads, it is keyed into the new system against a field mapping agreed with your IT team.

Financial and ledger entry

Cash books, vouchers, bills, receipts and bank records keyed into your accounting software or an agreed import template, with totals reconciled against the source document.

Catalogue and inventory entry

Asset registers, stores inventories, library catalogues and product lists keyed into a structured format with consistent naming, units and categorisation applied across the whole set.

Data cleaning and de-duplication

Standardisation of names, addresses, CNIC formats and dates across an existing dataset, with duplicate records identified against rules you approve before anything is merged or flagged.

Survey and field data entry

Entry of completed field survey instruments into a defined structure, with range and consistency validation applied so impossible values are caught rather than keyed through.

Document and image tagging

Where files are already scanned but unusable because nothing is labelled, each image is reviewed and tagged against the index schema your staff will search on.

Start with a pilot batch, not a contract

Give us a sample of your records. We key it, report accuracy at field level, and you see the actual output quality before committing to volume.

How accuracy is produced

Our data entry quality process

Accuracy is not a quality of the operator. It is a property of the process the operator works inside.

1

Field mapping and rules definition

We work through a sample of your documents with you and define every field to be captured, its data type, its format, which fields are critical, and what validation each must satisfy. This document becomes the specification the project is measured against.

2

Pilot batch and sign-off

A representative sample is keyed and returned for your review before full production begins. Problems with the mapping, ambiguous handwriting conventions and edge cases surface here, when they cost almost nothing to fix.

3

Operator briefing and reference set

Operators are briefed on the specific record type, with a reference set of worked examples covering the awkward cases. Guessing is explicitly not allowed — unreadable entries are routed to a supervisor queue instead.

4

Keying with double entry on critical fields

Fields designated critical are keyed twice by two different operators and compared automatically. Any mismatch is resolved against the source document before the record is accepted, which eliminates single-operator transcription error on the fields that matter most.

5

Automated validation

Format checks, range checks, date logic, CNIC structure, check-digit rules where they exist, and consistency against your master data. A record failing validation does not enter the delivered set until it is resolved.

6

Independent sample audit

An auditor who did not key the batch verifies a sample against the source documents and reports accuracy at field level. A batch below the agreed threshold is reworked in full, not patched.

7

Delivery and exception register

Data delivered in your agreed format, together with an exception register listing every entry that could not be captured with confidence and why. That register is the honest part of the deliverable, and it is what lets your own staff close the remaining gaps deliberately.

Handwriting and legacy records

Why handwritten records need people, not software

Automated extraction has a real place, and we use it where it earns its keep. It is not a substitute for keyed entry on the records most Pakistani institutions actually hold.

Where OCR works well

  • Machine-printed documents in clean condition with consistent layout
  • Modern computer-generated forms and reports
  • Full-text search across a scanned archive, where occasional errors are tolerable
  • Typed English text at adequate scanning resolution

Where keyed entry is the only safe option

  • Handwritten registers, especially in Urdu and mixed script
  • Faded, carbon-copy, overwritten and annotated documents
  • Any field with legal or financial consequence, such as a deed number or a policy amount
  • Columnar registers where a misread digit shifts an entire row's meaning

The honest version of a hybrid approach

On most archives the right answer is both. OCR and automated extraction handle the printed bulk and make the archive full-text searchable. Keyed entry with double verification handles the critical fields and everything handwritten. What we will not do is run OCR across a handwritten Urdu register, call the output a database, and leave your staff to discover the errors one angry citizen at a time.

Record types

Records we have keyed

Each record type carries its own field set, its own validation logic and its own consequences for getting a field wrong.

Why Hizbullah Khan & Sons

What to look for in a data entry partner

An accuracy number in writing

Agreed per field, measured by independent audit, reported per batch. If a provider will not commit to a measurable threshold, there is nothing to hold them to.

Double entry where it counts

Critical fields keyed twice by two operators and compared. It costs more per field and it removes the error class that does the most damage.

An exception register, not a guess

Entries that cannot be read with confidence are reported, not invented. A clean-looking dataset built on guesses is worse than no dataset.

Pilot before volume

You see real output on your own records before committing. Specification problems get found in the pilot, where fixing them is free.

Public-sector delivery record

Completed data entry and digitization work for a provincial land authority, a high court, a state insurer and housing societies.

Urdu and handwritten capability

Operators who read the handwriting in Pakistani registers, with transliteration conventions applied consistently rather than invented per operator.

Common questions

Data entry FAQs

How is your data entry accuracy actually measured?

At field level, by an auditor who did not key the batch, against the source document. We agree a threshold in the scope before work starts, set a higher threshold on fields you designate critical, and report measured accuracy per batch as the project runs. A batch below threshold is reworked in full rather than spot-corrected. The important part is that the number is defined and testable, so you are not relying on a claim.

What does double-entry verification mean in practice?

A designated critical field is keyed independently by two different operators who cannot see each other's input. The two values are compared automatically, and any mismatch is held back and resolved against the source document by a supervisor. This removes the most common and most damaging error type — a single operator misreading a digit with nothing to catch it. It costs more per field, so it is applied to the fields where an error has real consequence rather than to everything.

Can you handle handwritten records and Urdu script?

Yes, and this is the majority of what Pakistani institutional archives contain. Operators are briefed on the specific record type with a reference set covering the awkward cases, and transliteration conventions are agreed with you in advance so names are rendered the same way across the whole dataset. Where an entry genuinely cannot be read, it goes into the exception register rather than being guessed at. Automated recognition is not reliable on handwritten Urdu, and we will say so rather than sell it.

How much do data entry services cost in Pakistan?

Cost is driven by the number of fields per record, how many of those are critical and therefore double-keyed, the legibility and condition of the source, the script, the validation complexity, and total volume. A ten-field handwritten Urdu register entry is many times the work of a two-field printed index entry. We quote after reviewing a real sample of your records, because a rate quoted without seeing the source material is a number that gets revised later.

Can you enter data directly into our software?

Yes. Operators can work directly in your web application, ERP or departmental system on named accounts with role-limited permissions that you issue and can revoke. Alternatively we deliver a structured file — CSV, Excel, XML, JSON or a SQL load — in the import format your system accepts. Where you have no system to receive the data, we can deploy one as part of the project.

Will our data stay confidential?

An organisation-level non-disclosure agreement is signed before any record is touched, and every operator on the project signs an individual confidentiality undertaking. The production area is access-controlled, with no removable media and no personal devices permitted. For sensitive engagements we deploy background-checked staff and can work entirely on-site on your own systems so no data leaves your network. The data and all derived files remain your property, and we retain no copy after handover beyond what you authorise.

Can you work on-site at our office?

Yes. For organisations whose data policy forbids records or system access leaving the premises, we deploy operators and supervisors at your location, working on your systems under your supervision. This is common for financial institutions, hospitals and departments handling citizen data. On-site working costs more per record than our facility, so many clients split the work and keep only the sensitive portion in house.

What happens to entries that cannot be read?

They are logged in an exception register with the batch and document reference, and delivered to you alongside the data. Nothing is guessed and nothing is left silently blank. This matters more than it sounds — a dataset of ninety-eight percent captured records with the remaining two percent clearly listed is usable, while a dataset that looks complete but contains invented values is not, and the damage only becomes visible once decisions are being made on it.

Can you clean and de-duplicate data we already have?

Yes. Name, address, CNIC and date standardisation, format correction, and duplicate identification are regular work. Duplicate matching runs against rules you approve first, and matched sets are reported for your decision rather than merged automatically, because an automatic merge on a loose rule destroys records. Where the underlying data was captured badly, we will tell you honestly whether cleaning is enough or whether a re-key from source is the cheaper answer.

How quickly can you start, and how do we test you first?

Start with a pilot batch. Send or show us a representative sample of your records, and we will key it to the agreed specification, report field-level accuracy, and return it with the exception register. You see actual output quality on your own documents before committing to volume, and any gaps in the field mapping surface at the point where fixing them costs nothing.

Test us on a pilot batch first

Send a sample of your records. We will agree the field mapping, key the batch, report accuracy at field level and return it with an exception register — before you commit to any volume.
